Dr. Mohammad Naqib Ishan Jan, Member of the CARPS Advisory Council

Professor Dr. Mohammad Naqib Ishan Jan is a Professor at the International Islamic University Malaysia (IIUM), with an academic career spanning teaching, research, and scholarly publication since 1997. His expertise includes international law, human rights, international humanitarian law, peaceful dispute resolution, arbitration, and mediation.

He has published approximately 40 research articles and eight books, addressing issues including armed conflict, the use of force, refugee law, and migration. At IIUM, he has served as Head of the Research Unit at the Ahmad Ibrahim Kulliyyah of Laws and as Coordinator of the Dispute Resolution Research Unit. He also served on the advisory committee of the Mahathir Mohamad Global Peace School.

His expertise has been sought by Malaysia’s Institute of Diplomacy and Foreign Relations, the International Committee of the Red Cross, and the Ministry of Defence’s Legal Unit.

His expertise in international law, mediation, and dispute resolution brings a valuable legal perspective to CARPS’s work on peacebuilding in Afghanistan and its wider region. As a member of the Advisory Council, he will provide scholarly advice and support academic dialogue and cooperation.
